这项调查源于 PayPal 在 2026 年 3 月美国财务披露中曾提及收到 FCA 调查通知。背景上，英国数字钱包使用率从 2023 年的交易比例 8% 上升至 2025 年的 29%，监管机构担忧主导支付方可能通过合同条款限制竞争，抬高中小商户成本并抑制创新。倘若 FCA 找到初步违法证据，将发布异议声明书供三方回应，后续方可作出最终裁定或课以罚款。
Competition Act 1998 investigations
We are investigating Mastercard, PayPal and Visa under Chapter I of the Competition Act 1998, and Mastercard and Visa under Chapter II of the Competition Act 1998, for suspected anti-competitive conduct linked to the funding and usage of PayPal’s digital wallet.
